The Arkansas Parole Board recommended that one Southeast Arkansas resident receive a pardon and turned down applications from two more.
The board also rejected applications from two people who were asking that the governor commute their sentences.
The recommendations were made during a meeting of the board April 20 and announced Wednesday. They will be sent to the governor, who will make the final decision.
Recommended for a pardon was Beverly D. Heard, who was convicted in Jefferson County of theft by receiving, a probation revocation on a charge of theft by receiving and being a felon in possession of a firearm.
Joe N. Hall Sr., who was convicted of criminal trespass and criminal attempt rape in Jefferson County, and Laron Segrest, who was convicted of first-degree carnal abuse and carrying a weapon in Cleveland County, were rejected.

The following people, who were seeking sentence commutations, were turned down.
* Clarence Ammons, who was convicted of two counts of theft by receiving, second-degree murder, terroristic act and being a felon in possession of a firearm in Drew County and robbery in Bradley County.
* Lamar Davis, who was convicted of aggravated robbery in Grant County.
