Mayor-Elect Vivian Flowers has selected her chief of staff, Joyce Campbell, a relationship manager and community development strategist.
Flowers made the announcement Saturday, describing Campbell as someone who has experience in establishing and managing relationships with corporate executives, diverse community stakeholders, elected officials and government agencies, adding that she has “strong analytical, interpersonal and conflict management skills and is effective in organizational management and collaborative team-building.”
“Joyce works with people from all walks of life to seek solutions, overcome obstacles to improve the quality of life for all,” Flowers said in a news release. “She has held positions as a nonprofit executive director, policy adviser and liaison for Gov. Mike Huckabee, vice president and senior manager for Capital One bank community as a reinvestment officer, assistant vice president of Hibernia Bank as a regional community outreach director, consultant for Dewey Square Group, live radio talk show host, college instructor, youth program director, union representative, production worker and senior pastor. She has also served on countless boards, councils, commissions, task forces, committees and has received numerous awards for her leadership.”
Campbell attended Texas A&M University and received a bachelor’s of arts degree in business and a master’s of science degree in counseling psychology. She holds a master’s of divinity degree from Southern Methodist University’s Perkins School of Theology, according to the release. She is a native of Texarkana and is the fifth of 10 children. She has one daughter, Lt. Col. Natasha Campbell, who is currently serving at the Pentagon in Washington, D.C.
Flowers said that in her role as chief of staff, Campbell will assist her in managing staff and day-to-day operations, serve as liaison to stakeholders and drive policy initiatives, “to ensure that the strategy and vision for the city of Pine Bluff is effectively and efficiently implemented.”

Campbell said she is looking forward to the challenges ahead.
