Edward Spears of Wabbaseka is seeking re-election to the Jefferson County Quorum Court as Justice of the Peace in District 13. The 12-year incumbent is being challenged by Dale Davis in the Democratic primary. No Republicans are seeking the position.
Spears, owner of Spears Rental Properties in Pine Bluff, said he’s always been a resident of the district and serves on several Quorum Court committees. He is chairman of the health and welfare panel. Spears said his priorities include improvement of county roads, community beautification and development of youth programs.
According to Spears, 60 percent of the county’s road are in his district.
“I am working hard to create a system to prioritize the repair of these roads,” he said.
Spears believes one of his primary accomplishments as a JP is helping to establish stability with the county finances. “I believe we have been good stewards of the taxpayers’ dollars,” he said.

Spears said he conducts quarterly clean-ups in District 13. He also holds periodic town hall meetings to receive information from his constituents.
A former Wabbaseka City Council member, he was appointed by Gov. Mike Beebe to the Arkansas Optometry Board in 2008. He is a member of the National Association for the Advancement of Colored People, Association of Arkansas Counties, and Wabbbaseka Church of Christ.
