Oscar Bullard Jr., a lifelong Arkansan and respected law enforcement professional, has officially announced his candidacy for justice of the peace for District 4 in Jefferson County in the 2026 election.
With more than 25 years of experience in public safety, community engagement and leadership, Bullard said he is committed to bringing discipline, accountability, integrity and determination to the Quorum Court — values instilled in him early while working on his family’s farm in the Tarry community of Lincoln County.
“I believe leadership begins with service,” Bullard said. “My goal is to bring honesty, discipline and accountability to the Quorum Court. Jefferson County deserves leaders who will inspire unity, responsibility, and opportunity for every citizen.”
A native of Star City, Bullard graduated from Star City High School, where he excelled in multiple sports before earning an athletic scholarship to the University of Arkansas at Pine Bluff. He graduated in 2000 with a Bachelor of Arts in criminal justice and began his law enforcement career immediately after.
Over his career, Bullard has served with the Arkansas Department of Corrections, Pine Bluff Police Department and Arkansas State Police. As a special agent in the Criminal Investigation Division, he led major narcotics investigations and worked with the DEA and FBI through the GET Rock Task Force. He has also served on executive protection details for Arkansas governors and former first lady Michelle Obama. In 2010, he was named “Black State Trooper of the Year” by the National Black State Trooper Coalition’s Louis Bryant Chapter.

Beyond law enforcement, Bullard is a dedicated community leader. He served as President of the Gamma Psi Sigma Chapter of Phi Beta Sigma Fraternity Inc. from 2018 to 2024 and currently serves as risk management investigator for the fraternity’s southwest region. He also serves on the Board of Directors for Neighbor to Neighbor of Jefferson County and is an active member of Pine Bluff First Assembly of God, the Arkansas State Police Association and the National Black State Troopers Coalition.
An entrepreneur and small business owner, Bullard founded Delta Blu Smoke Co., LLC (Bulls Den Grill), an award-winning catering business known for community service and giving back through free meals and partnerships with local nonprofits.
Bullard’s campaign priorities include public safety, economic growth and youth empowerment. He plans to strengthen collaboration within county government, support small businesses, expand mentorship programs and improve public safety to enhance quality of life for all residents.
Bullard and his wife, Dr. Tish Bullard, have been married for 22 years. They have three children, two grandsons, and proudly call Jefferson County home.
