As the new banners at the Blues and Wellness Plaza indicate, a sharp wind blew into Pine Bluff on Friday, signaling the arrival of a winter storm that is expected to keep the city and much of Arkansas under ice and snow through the weekend. The banners at the plaza on Third Avenue and Main Street display the 19 blues or rhythm and blues performers honored in association with the Delta Rhythm and Blues Highway, according to city tourism development director Jimmy Cunningham Jr. The DRB Highway is U.S. 65 South from Pine Bluff to U.S. 82 East in Greenville, Miss.
