Governor set to pardon PB man

LITTLE ROCK – Governor Asa Hutchinson announced Friday his intent to grant three pardons, including one to a Pine Bluff man. An additional 23 clemency requests were denied and three had no action taken upon them. These include requests from both inmates and non-inmates.

Christopher L. Heard of Pine Bluff was convicted of residential burglary, a Class B felony, theft of property, a Class C felony, and had his probation revoked after another conviction for residential burglary and theft of property. The governor’s office said in the notice that all terms of Heard’s sentence have been completed and there have been no further criminal-law violations. There are no law enforcement objections to the application. The governor also announced his intention to pardon the following individuals:

Karen L. Dickinson of Malvern, who was convicted of criminal attempt to manufacture methamphetamine, a Class A felony and possession of a defaced firearm, a Class D felony in 2002 in Hot Spring County. All terms of Dickinson’s sentence have been completed and there have been no further criminal-law violations. There are no law enforcement objections to the application.

Sheresa D. Foster of Searcy, convicted of shoplifting, a Class A misdemeanor, drinking in public, a Class C misdemeanor, and contributing to the delinquency of a minor/alcohol, a Class A misdemeanor, in 2001 and 2004 in White County. All terms of Foster’s sentence have been completed and there have been no further criminal-law violations. There are no law enforcement objections to the application.

The applicants intended for pardons have completed all jail time, fulfilled all parole and probationary requirements and have paid all fines related to their sentences. There is a 30-day waiting period to receive public feedback on the notices before final action is taken.
