Incumbent State Sen. Stephanie Flowers, who is seeking a second term in the Arkansas General Assembly, is being challenged by current state Rep. Efrem Elliott in the Tuesday Democratic primary.
No Republican filed for the seat, so the winner of the primary election will serve a four year term, representing Senate District 25, which includes parts of Arkansas, Desha, Jefferson, Lincoln and Phillips counties.
Flowers served three terms in the Arkansas House of Representatives, representing District 17.
In her first term in the senate, she was vice-chairman of the Agriculture, Forestry and Economic Development Committee, and a member of the Legislative Joint Auditing Committee.
An attorney in private practice for more than 30 years, Flowers previously was a deputy prosecutor in Jefferson County Juvenile Court, and is a member of several professional legal organizations, including the W. Harold Flowers Law Society and the Jefferson County Bar Association.

Elliott currently represents District 11 in the state House of Representatives, a position he was first elected to in 2011, and serves as Assistant Speaker Pro Tempore
He is also a member of the Dollarway School Board.
Elliott is a graduate of the University of Arkansas at Pine Bluff with a degree in mass communications and also graduated from the Arkansas Law Enforcement Training Academy at East Camden.
He formerly worked as Chief of Police at Altheimer, and worked as director of security for the 6th Division (Juvenile Division) of the 11th Judicial District-West, which includes Jefferson County. Elliott also was a staff member for state Rep. Henry “Hank” Wilkins IV of Pine Bluff.
