Arkansas’ first certified professional chocolatier, Carmen Portillo, owner of Cocoa Belle Chocolates at Bryant, will be the luncheon speaker at the Southcentral Arkansas Rural Business + Enterprise Development Conference at Pine Bluff.
The original speaker won’t be attending. The event will be held from 8:30 a.m. to 2 p.m. Friday, Oct. 20, in the 1890 Extension Complex at the University of Arkansas at Pine Bluff.
