Captain joins Arsenal clinic
Capt. Anthony P. Gulotta, MD, is the chief medical officer at the Pine Bluff Arsenal’s Occupational Health Clinic.
Originally from Emmaus, Pa., Gulotta comes to the Arsenal following a two-year assignment at Walter Reed National Military Medical Center in Bethesda, Md. He assumed the news duties in late July, according to a news release.
He was commissioned in November 2018 and his civilian education also includes attending the University of Scranton in Scranton, Pa., where he received a Bachelor of Science degree in biology with minors in biochemistry and philosophy; and Villanova University in Villanova, Pa., where he earned a Master of Science in biology with a focus on molecular genetics.
Coming to the Arsenal right out of residency provides a lot of the “bread and butter” of occupational medicine clinical encounters, Gulotta said.

“This is not only beneficial, but it is interesting,” he said. “I assist with pre-employment clinical exams, and I also do the surveillance exams. These help the employees stay safe from year to year. The clinical encounters are more dynamic here – especially with members of the workforce who work with different chemicals and in different environments.”
Gulotta said all the medical leadership he spoke with told him the Arsenal would be a great position.
“They said I would get the fundamental occupational medicine encounters but that I would also see some unique medicine,” he said. “It is rewarding to come here because of all the important work done with the items produced here. All the history is fascinating too. I’m happy to be here.”
The Arsenal is the only active U.S. Army installation in Arkansas, and provides America’s Joint Warfighter with specialized ammunition, smoke, and chemical, biological, radiological and nuclear defense capabilities, through expert manufacturing, storage and logistics, according to the release.
2 UAPB tobacco grants available
The Tobacco Cessation Program at the University of Arkansas at Pine Bluff has two new grant funding opportunities for the 2027 fiscal year beginning July 1, 2026: one for researchers and one for community-based organizations. Interested applicants are encouraged to review details and submission information at uapbtobaccocessation.org. Organizations and applicants cannot accept funding or support from the tobacco industry, according to a news release.
COMMUNITY-BASED GRANT
The Minority Initiative Sub-Recipient Grant Office (MISRGO) has released the Fiscal Year 2027 Local Coalition & Community-Based Programs request for proposal (RFP). These grant funds, originating from Arkansas’ Master Tobacco Settlement, support efforts to reduce tobacco use and exposure among special population groups in Arkansas.
Arkansas private and public tax-exempt nonprofit organizations are eligible to apply for up to $65,000 under the following program areas:
Option I — Community
Option II — Youth
Option III — Disparities
Option IV — Statewide Youth Program

RESEARCH FUNDING
The Minority Research Center on Tobacco & Addictions (MRC) is offering funding for emerging scholars and researchers whose work focuses on eliminating smoking and tobacco use among minority populations in Arkansas. Funding is intended to support preliminary data collection or proof-of-principle studies with strong potential for public health impact.
Research priorities include:
Option I: Tobacco use and mental health in Arkansas’ special population groups
Option II: Dual use of combustible cigarettes and marijuana
Option III: Dual use of combustible cigarettes and e-cigarettes/vapes in rural populations
Option IV: Tobacco use among students of various heritages
Option V: Tobacco use in communities of various heritages
Option VI: E-cigarette use only in communities of various heritages.
Investigators from Arkansas not-for-profit organizations, including colleges, universities, hospitals, laboratories, research institutions, community-based organizations, voluntary health agencies, and other tobacco control groups, are eligible to apply for up to $20,000 in funding.
