The Arkansas Department of Health regulates the sale of food at establishments that include restaurants, bars, day cares, schools, grocery stores, convenience stores, bed and breakfast facilities, hotels/motels, mobile units and concession stands. Inspections are made unannounced by environmental health specialists.

The following are the results of food safety inspections conducted by the Jefferson County Health Unit:
HAZEL STREET FOOD MART, 2201 W. 17th Ave. Date of inspection Dec. 4. Observed items being stored in hand washing sink. A hand washing sink shall be maintained so that it is accessible at all times for employee use, and do not use for purposes other than hand washing. Diced tomatoes (47 degrees F) and banana peppers (49 degrees F) in prep area are out of safe temperature range. Time/ Temperature Control for Safety (TCS) Foods shall be kept cold at a temperature of 41.0°F or below, as measured by an internal probe thermometer, to limit bacterial growth. Foods were marked with time during inspection to be discarded after 4 hours. Observed vegetables and ranch dressing being stored out of temperature on the counter top. The food shall be marked or otherwise identified to indicate the time that is 4 hours past the point in time when the food is removed from temperature control. Times were placed on the vegetables and ranch dressing during inspection. Observed some chemicals being stored next to single use containers. POISONOUS OR TOXIC MATERIALS shall be stored so they cannot contaminate FOOD, EQUIPMENT, UTENSILS, LINENS, and SINGLE-SERVICE and SINGLE-USE ARTICLES by separating the POISONOUS OR TOXIC MATERIALS by spacing or partitioning. Chemicals were moved during inspection. Observed trash can in kitchen containing food residue not in continuous use being stored uncovered. Trash cans in kitchen containing food residue should be covered when not in continuous use. Vent hood in kitchen is unclean and needs to be cleaned.

KIBB’S BBQ 2, 1400 S. Blake St. Date of inspection Dec. 1. Observed hand washing sink blocked in the kitchen area. Handwashing sink shall be maintained so that it is accessible at all times for employee use, and do not use for purposes other than hand-washing. Box was removed during time of inspection. Observed missing and broken floor tiles in establishment. Floor shall be maintained in good repair for easy cleaning.
LAUGH-N-LEARN CHILDCARE CENTER, 3102 W. 34th Ave. Date of inspection Dec. 1. Observed a box of single service items in storage area stored on the floor. Items must be stored to prevent contamination. Boxes were removed from floor during time of inspection.

RJ’S SPORTS GRILL & BAR, 2404 W. 37th Ave. Date of inspection Dec. 1. Observed cut onions in refrigerator that were cut more than 24 hours ago with no date marking. Food prepared and held for more than 24 hours shall be clearly marked to indicate the date or day by which the food shall be consumed on the premises, sold or discarded for a maximum of 7 days. Onions were date marked during inspection. Vent hood is unclean and needs to be cleaned.
LUCKY’S CAFE LLC, 310 E. Fifth Ave. Date of inspection Nov. 30. Observed container of vegetables being stored next to grill. Employee said that the vegetables had been there for an hour. The food shall be marked or otherwise identified to indicate the time that is 4 hours past the point in time when the food is removed from temperature control. Time was placed on the food during inspection and employee said it was about to be discarded. Facility lacks refrigerator thermometer. Food temperature measuring device shall be provided and readily accessible for use in ensuring attainment and maintenance of food temperature. Refrigerator thermometer was placed in refrigerator during inspection.

Observed dishes in hand washing sink.A handwashing sink shall be maintained so that it is accessible at all times for employee use, and do not use for purposes other than handwashing. Dishes were removed from hand washing sink during inspection.

J-MART STORE, 13800 Dollarway Road, White Hall. Date of inspection Nov. 13. No paper towels observed at hand washing sink. Provide a supply of individual disposable towels or a continuous towel system that supplies the user with a clean towel or a heated-air drying device at each hand-washing sink in food preparation, toilet and warewashing areas. Chicken (110 degrees F) in hot box is out of safe temperature range. Time/Temperature Control for Safety (TCS) Foods shall be kept hot at a temperature of 135.0°F or above, as measured by an internal probe thermometer, to limit bacterial growth. Observed diced onions being stored in container for more than 24 hours with no date marking. Food prepared and held for more than 24 hours shall be clearly marked to indicate the date or day by which the food shall be consumed on the premises, sold or discarded for a maximum of 7 days. Ice bagged in store is not properly labeled. Ice bagged in store should have store identifying information on them. Observed openings to the outside in back storage room. All outer openings of a food establishment should be protected against the entry of insects and rodents. Observed insects in establishment.The premises shall be free of insects, rodents, and other pests and measures must be taken to to eliminate their presence. Ice machine interior damaged and needs to be repaired. No hot water observed at hand washing sink in restroom. Hot water generation and distribution systems shall be sufficient to meet the peak hot water demands throughout the retail food establishment. Restroom door is not self closing. A toilet room located on the premises shall be completely enclosed and provided with a tight-fitting and self-closing door. Ceiling tiles throughout the establishment are visibly unclean and needs to be cleaned. Observed a missing ceiling tile by vent hood in kitchen area. The physical facilities shall be maintained in good repair. Observed unused equipment in back room. The premises shall be free of items that are unnecessary to the operation or maintenance of the establishment such as equipment that is nonfunctional or no longer used and litter.
